The Russian IT industry has received unprecedented assistance in recent years. Specialists were granted various benefits, and the plan for enrollment in budget places at specialized universities was exceeded. Are preferences for programmers who have left the country fair, how to develop new personnel and adapt existing ones, and whether it is necessary to attract foreign experts, were discussed in the Public Chamber of the Russian Federation (OP RF).
DEMAND AND TEMPTATION
In 2025, the global economy will need an additional 124 million specialists with digital competencies, while in 2022 the need for them was only 15 million, Yulia Goryachkina, Deputy Director for content writing service the “Personnel for the Digital Economy” direction at the ANO “Digital Economy”, cited Microsoft Data Science data at a round table held at the RF OP on February 8.

In two years, there will be a need for about 98 million software developers, 23 million cloud computing experts, 20 million data analysts, 6 million cybersecurity specialists
Ivan Panchenko, head of the integration committee of the Association of Software Developers "Domestic Software", deputy director of Postgres Professional, noted that personnel needs in Russia have changed not only due to digitalization, but also sanctions.
Ivan Panchenko, Postgres Professional:
– Employers began to treat employees more seriously. They realized that import substitution was not a joke. Demand for domestic software in 2022 increased from one and a half to seven times among different manufacturers, and this is not the limit. But businesses need to remember that with growing demands, as a rule, the quality of the product suffers.
Demand for software in the industry is indeed uneven, and companies may be tempted to dive headlong into implementation, completely abandoning development, warned Deputy Director General of the Russian Foundation for the Development of Information Technologies (RFRIT) Ilya Kostunov. He emphasized that the Russian IT sector really needs promising, import-advanced solutions.
SUPPORT MEASURES
A not entirely correct image of IT specialists has begun to form in society, Deputy Chairman of the State Duma Committee on Information Policy, Information Technology and Communications Anton Gorelkin noted at a round table. According to the parliamentarian,
The state needs to explain to citizens the need for measures to support IT specialists
Anton Gorelkin, State Duma:
– It is important to convey to the average person that IT specialists not only create social networks and entertainment sites, but also support the digital infrastructure of our country, the functionality and cybersecurity of the most important services, including strategic enterprises.
In order to create new software products, it is necessary to bring back IT specialists who have left Russia. The deputy suggested that the participants of the round table think about joining those who have relocated to the preferential mortgage procedure, which could be a good incentive to return. The deputy emphasized that a very small part of those who left the country did so for ideological reasons.
